Gender Minister Elizabeth Phiri has indicated the need to critically identify and analyze the statistics of marginalized groups in society if gender-responsive budgeting is to be implemented.

In 2011, the government in conjunction with the United Nations Development Fund for Women launched a gender-responsive budget programme which seeks to ensure equality in the budgetary process in gender citizen report cards, budget tracking from the gender perspective.

Responding to concerns by gender activists that inadequate funds have been allocated to women empowerment programs in the recent past, Phiri insists that government remains committed to ensuring that the budget addresses the needs of men and women as this will promote sustainable growth.
